Telangana endorsed by UPA allies, Congress meeting on Andhra's fate begins

The ruling United Progressive Alliance (UPA) on Tuesday unanimously endorsed the creation of a separate state of Telangana.

"The UPA unanimously decided in favour of Telangana," RLD leader Ajit Singh told reporters after a meeting of the constituents of the ruling coalition at the residence of Prime Minister Manmohan Singh.
Replying to questions, there are "so many issues" but a decision was taken on Tuesday  in favour of Telangana.

The decision to clear the path for Telangana was taken at a meeting of the coordination committee of the UPA, sources told Hindustan Times. This meeting will be followed by a meeting of the Congress Working Committee (CWC)  where the party is expected to endorse the formation of Telangana state.

A formal announcement will be made after the CWC meeting. There was no clarity on the status of Hyderabad. There is a proposal to include two Rayalseema districts in Telangana.

Telangana state will comprise 10 districts with Hyderabad as its capital. The Congress leadership has reportedly dropped the proposal for Rayala-Telangana, comprising Rayalaseema and Telangana in view of strong opposition from leaders of both the regions. It is also understood to have given up the idea of union territory status to Hyderabad due to reservations by Telangana leaders.

The other state comprising Rayalaseema and Andhra regions is likely to retain the name Andhra Pradesh. Hyderabad is likely to be made joint capital of both the states for few years till Andhra Pradesh develops its own capital.

The BJP has charged the Congress with "dilly-dallying" on the issue and demanded that the UPA dispensation not just make an announcement but bring a bill on it in the monsoon session of Parliament.
"There has been a demand for giving statehood to Telangana with Hyderabad as the capital and an integral part of the state but Congress has been dilly-dallying on the issue. We do not know what it is going to do. Congress has betrayed the people of the region for the last 56 years," BJP spokesperson Prakash Javadekar said.
The remarks came even as Congress top brass is engaged in a series of discussions on the issue amid indications that an announcement is imminent.
"We reiterate our demand for Telangana. We don't want Congress to only make an announcement but also bring a bill in Parliament in the monsoon session," Javadekar said, adding that it will be passed by both Houses.
The BJP MP recalled that Congress had made an announcement in Parliament on December 9, 2009 that the process of formation of Telangana has begun. "Three and a half years have passed since then but nothing has been done. The government has betrayed the people," he said.

Andhra CM Reddy junks reports that he will quit
Andhra Pradesh chief minister Kirankumar Reddy has dismissed as "rumour" reports that he has threatened to quit if the Congress gives its nod for formation of a separate Telangana.
"It's all rumour," he told reporters when asked about the reports.
Reddy's clarification came after his hour-long meeting with AICC general secretary (in-charge Andhra Pradesh) Digvijaya Singh.
Reddy, who hails from Rayalaseema region, is said to be strongly opposed to the division of the state.
Congress leaders from Andhra and Rayalaseema regions had held closed-door meetings with Reddy on Monday in Hyderabad.

'Why Telangana report was not discussed in Parliament'
The Telugu Desam Party (TDP) has questioned why the Union government did not table the Srikrishna Committee's report on Telengana before the Parliament for discussion.
Srikrishna Committee on Telangana or the Committee for Consultations on the Situation in Andhra Pradesh (CCSAP) was a committee headed by former chief justice BN Srikrishna to look into the demand for separate statehood for Telangana or whether to keep Andhra Pradesh united in its present form.
TDP MLA Devineni Uma Maheswara Rao, who is also the party's Krishna district president demanded that the union government reveal the status of the report.
He alleged that the union government is preparing to take a unilateral decision without considering the pros and cons of bifurcating the state.
He also demanded that the union government must not take a decision against the wishes of the people of the Rayalaseema region.


What's Telangana about:

1. If allowed, Telangana would be the 29th state of Independent India.

Most of the class seven students have a lot in their plate - homework, friends and video games but for Shourya Chambial and Gaurav Pati, students of Amity International School in Delhi, priorities are a little different. At the age of 12, both the boys have made an international mark.

They discovered an asteroid in June, 2012 that has now been recognised by the International Space Community. The asteroid has been named 2013 LS28 for the time being. It all started in May, 2013 when the boys attended an astronomy seminar along with their physics teacher.

Pune: Manufacturing firm's CEO booked for sexually assaulting daughter

A sexual assault case has been registered against a CEO in Pune by none other than his 19-year-old daughter. The Koregaon Park police booked the 45-year-old CEO of a manufacturing company for allegedly sexually assaulting his daughter for three years and also forcing her to accompany his boss to get a promotion.

Telangana: Supporters of united Andhra Pradesh intensify protests

HYDERABAD: Supporters of united Andhra Pradesh on Monday intensified their protests in the Rayalaseema and coastal Andhra regions against the Congress leadership's reported proposal to divide the state.

The united Andhra protagonists held protests outside the residences or offices of Union ministers and ruling party MPs including D Purandeswari (Visakhapatnam), K S Rao (Eluru), L Rajagopal (Vijayawada) among others.

The students, employees and others staged a dharna in front of the residence of Union minister D Purandeswari and MP Sabbam Hari in Visakhapatnam.

A large number of students led by their joint action committee (JAC) held a sit-in at the main gate of Andhra University in Visakhapatnam and burnt an effigy of Congress leaders from coastal Andhra and Rayalaseema.

The united Andhra supporters protested outside the residence of Congress Lok Sabha member L Rajagopal in Vijayawada but they were prevented from entering his house.

In Kurnool, the protagonists of united Andhra Pradesh organized a sit-in near the district collector's office.

They planned to call for closure of educational institutions in the region tomorrow to protest the reported move to divide Andhra Pradesh.

Protests were also held in West Godavari (represented by Union minister K S Rao), Srikakulam and other districts in coastal Andhra and Rayalaseema regions.

Meanwhile, the UPA coordination committee will meet on July 31 to finalize its stand on the vexed Telangana issue amid indications from Congress that carving out a separate state out of Andhra Pradesh is a foregone conclusion and that complexities involved in the process will be adequately addressed.

Creation of Telangana: Details emerge, Hyderabad to be a Union territory

HYDERABAD: Hyderabad is likely to be a Union territory for five years and will act as joint capital of the two states to be created out of the bifurcation of the present Andhra Pradesh.

The Union territory will be administered by a lieutenant governor. The governor of the Telangana state will be the ex-officio lieutenant governor of Hyderabad in these five years. A proposal to this effect is going to be put up to the Union cabinet before August 5.

The cabinet will meet after the Congress working committee and the UPA steering group approves a proposal to bifurcate Andhra Pradesh. Highly placed sources privy to the proposals told TOI that the cabinet will also take a final call on whether to create Telangana or a Rayala-Telangana state. The former will consist of the ten districts of Telangana and the latter proposal envisages the addition of two Rayalaseema districts — Anantapur and Kurnool to the proposed Telangana state. Interestingly, the Andhra part of the bifurcated state will be called Andhra Pradesh.

Sources told TOI that Congress party bosses are hopeful of completing this process within a week because Parliament convenes for the monsoon session on August 6. A bill might be presented in this session itself. Meanwhile, with Kiran Kumar Reddy having already resigned, a new chief minister for integrated Andhra Pradesh to oversee the process of bifurcation will be appointed. In all likelihood the new incumbent will belong to Telangana. However with intelligence reports suggesting that there will be major trouble in the Seemandhra region in the wake of the announcement, it seems inevitable that President's rule will be clamped in the state till the process of bifurcation is complete. Much of the trouble is expected to be fomented by interested parties although spontaneous outpourings are not unexpected.

Highly placed sources told TOI that when Kiran Kumar Reddy called on Sonia Gandhi on Friday evening and told her that he could not preside over the process of bifurcation, the latter was very angry. She is believed to have asked him why he had kept quiet for such a long time giving the impression that he would go along with the high command. Kiran's resignation came at this meeting.

Sources told TOI that after meeting Sonia, Kiran flew back to Hyderabad and he has been 'extremely depressed' after that.

Seemandhra ministers including Union ministers who met Prime Minister on Saturday to convey their opposition to the bifurcation seemed crestfallen with Manmohan Singh hearing them out and promising nothing. However, the Seemandhra lobby has not lost heart because the last time round in 2009 it was Manmohan was instrumental in the government going back on its promise of creating a Telangana state after publically announcing the intent for doing so. They are expected to move the Prime Minister once again. The Seemandhra lobby is also hoping that with the Gorkhaland issue coming upfront some sections of UPA may help to stall the bifurcation of Andhra Pradesh.

However, it seems doubtful if the upcoming session of Lok Sabha will be able to clear the Telangana bill. This is because the BJP which has already committed to Telangana may disrupt the proceedings of the house. One of the reasons is that the passage of the bill (which the BJP will be forced to support) will politically benefit the Congress.

The Congress thinking is that the bifurcation will put it in a vantage position in Telangana that has 17 Lok Sabha seats. With the Telangana Rashtra Samiti's unofficial nominees not performing well in the ongoing party less panchayat polls and the Congress's unofficial candidates doing well, has given hopes to the party.

Meanwhile more details about the meeting that Kiran Kumar had on Friday with Digvijaya Singh and Ghulam Nabi Azad are emerging. Sources say that Kiran and Azad had a virtual slanging match with the former accusing Ghulam of coming up with the proposal of Rayala Telangana. Kiran found the proposal to be highly objectionable.

CNN-IBN's Marya Shakil spoke to a few villagers at the village where IAS officer Durga Nagpal is alleged to have ordered the demolition of a boundary wall of a mosque. Congress Working Committee will decide on Telangana: Digvijaya Singh

Ahead of the Congress Working Committee meeting on Tuesday, senior party leader Digvijaya Singh on Monday said that a decision on bifurcating Andhra Pradesh to create Telangana will be taken at the meet. However, Digvijaya clarified that the he was not aware about the agenda of CWC meet.

 The UPA Coordination Committee and the Congress Working Committee are likely to meet on Tuesday at 5.30 pm to decide on the bifurcation of Andhra Pradesh and creation of Telangana. According to reports, Congress is likely to give the go ahead for creating Telangana.

Maharashtra: Over 70 govt school girls complain of food poisoning

Maharashtra: 100 students of a government school complain of food-poisoning.

The girls, aged between 12 and 15 years, complained of severe pain, vomiting and were rushed to Shegaon governmental hospital, health authorities at the hospital said.
